The JPJ Speed Limiter Mandate requires eligible commercial vehicles in Malaysia to be fitted with a JPJ-approved speed limiter device (SLD). A compliant speed limiter device in Malaysia must be permanently installed, tamper-resistant, and operational at all times.

The mandate applies to both newly registered and existing commercial vehicles. During JPJ and Puspakom inspections, vehicles must present valid SLD verification documentation to demonstrate compliance.

JPJ SLD Enforcement Timeline & 2026 Postponement

JPJ and the Ministry of Transport (MOT) are introducing the Speed Limitation Device (SLD) requirement in phases. As of July 2026, full retrofit enforcement has been postponed and a grace period is in effect.

Phase 1 — 1 October 2025

Verification of SLD functionality for commercial vehicles manufactured on or after 1 January 2015 (vehicles with factory-ready ECU speed-limiting).

Phase 2 — 1 January 2026

Activation of the built-in SLD in the ECU for commercial vehicles manufactured before 1 January 2015 that have a compatible ECU.

Phase 3 — Originally 1 July 2026 (Postponed)

Retrofit installation of an approved SLD for commercial vehicles not already equipped. Full enforcement of this phase has been deferred — no new date has been announced and a grace period applies. An Accelerated Capital Allowance for SLD installation is available until 31 December 2026.

Even with the postponement, operators are encouraged to prepare early — once the grace period ends, enforcement resumes during JPJ roadside checks and PUSPAKOM inspections.

JPJ Inspection, Verification & Compliance Requirements

To meet JPJ compliance standards, vehicles must:

  • Be fitted with a JPJ-approved Speed Limitation Device
  • Keep the device functional and tamper-resistant at all times
  • Carry valid SLD verification documentation, namely the Slip Pengesahan Kefungsian SLD and Laporan Kefungsian SLD, during Puspakom and JPJ inspections
