What Is the JPJ Speed Limiter Mandate?
The JPJ Speed Limiter Mandate requires eligible commercial vehicles in Malaysia to be fitted with a JPJ-approved Speed Limitation Device (SLD). The device must be permanently installed, tamper-resistant, and operational at all times.
The mandate applies to both newly registered and existing commercial vehicles. During JPJ and Puspakom inspections, vehicles must present valid SLD verification documentation to demonstrate compliance.
Vehicles Covered Under JPJ Speed Limiter Regulations
JPJ speed limiter regulations apply to:
- Heavy Goods Vehicles (HGVs) with Gross Vehicle Weight above 3,500 kg
- Express buses and tour buses
- Passenger vehicles carrying more than 8 passengers with Gross Vehicle Weight above 5,000 kg
The standard speed limit enforced through SLDs is typically 90 km/h, depending on vehicle category.
JPJ Phased Enforcement Approach
JPJ is rolling out enforcement in three phases to give fleet operators time to prepare.
Phase 1 – Newly Registered Commercial Vehicles
Speed limiter functionality must be active and verifiable on all newly registered commercial vehicles.
Phase 2 – Existing Commercial Vehicles
Existing fleets must activate built-in speed limiting functions or install an approved external Speed Limitation Device after assessment.
Phase 3 – Full Nationwide Enforcement
All applicable commercial vehicles must comply during JPJ roadside checks and Puspakom inspections, regardless of vehicle age.
