What Is the JPJ Speed Limiter Mandate?

The JPJ Speed Limiter Mandate requires eligible commercial vehicles in Malaysia to be fitted with a JPJ-approved speed limiter device (SLD). A compliant speed limiter device in Malaysia must be permanently installed, tamper-resistant, and operational at all times.

The mandate applies to both newly registered and existing commercial vehicles. During JPJ and Puspakom inspections, vehicles must present valid SLD verification documentation to demonstrate compliance.

Vehicles Covered Under JPJ Speed Limiter Regulations

JPJ speed limiter regulations apply to:

• Heavy Goods Vehicles (HGVs) with Gross Vehicle Weight above 3,500 kg
• Express and tour buses above 5,000 kg GVW carrying more than 8 passengers
• Passenger vehicles carrying more than 8 passengers with Gross Vehicle Weight above 5,000 kg

The SLD caps speed at 90 km/h, with a driver warning typically around 85 km/h. Other body types (mini-buses, school buses, panel vans, tankers, tippers) are in scope only if they meet the GVW and passenger thresholds above. Devices must stay functional and are re-verified every two years.

JPJ SLD Enforcement Timeline & 2026 Postponement

JPJ and the Ministry of Transport (MOT) are introducing the Speed Limitation Device (SLD) requirement in phases. As of September 2026, full retrofit enforcement (Phase 3) has been postponed. No new date has been announced. A grace period applies to Phase 3 only.

Phase 1: 1 October 2025

Verification of SLD functionality for vehicles built after 1 January 2015, in the JPJ-listed classes: goods vehicles above 3,500 kg GVW, and tour or express buses above 5,000 kg GVW carrying more than 8 passengers.

Phase 2: 1 January 2026

Activation of the built-in SLD function in the ECU for goods vehicles above 3,500 kg GVW and passenger vehicles above 5,000 kg GVW carrying more than 8 passengers, where the vehicle was built before 1 January 2015 and the ECU supports SLD.

Phase 3: Originally 1 July 2026 (Postponed)

Retrofit installation of an approved SLD for commercial vehicles not already equipped. Full enforcement of this phase has been deferred: no new date has been announced and a grace period applies to this phase. An Accelerated Capital Allowance for SLD installation is available until 31 December 2026.

The postponement covers Phase 3 retrofit only. Phase 1 and Phase 2 remain in force at JPJ roadside checks and PUSPAKOM inspections. JPJ can still issue a Notis Siasatan under Section 114 for a missing or non-working device.

JPJ Inspection, Verification & Compliance Requirements

To meet JPJ compliance standards, vehicles must:

• Be fitted with a JPJ-approved Speed Limitation Device
• Keep the device functional and tamper-resistant at all times
• Carry valid SLD verification documentation, namely the Slip Pengesahan Kefungsian SLD and Laporan Kefungsian SLD, during Puspakom and JPJ inspections

Non-compliance can result in inspection failure, penalties, or operational restrictions until compliance is achieved.

How JPJ Speed Limiters Work

A Speed Limitation Device electronically restricts engine output once the vehicle reaches the prescribed speed threshold. The system:

• Limits maximum speed without affecting normal driving below the threshold
• Does not apply braking force
• Integrates with the vehicle's ECU or speed sensors
• Is tamper-resistant and inspection-ready
• Meets the UN R89 international speed limiter standard

When properly installed, the system works passively: it only acts at the speed cap, does not apply the brakes, and leaves normal driving below the cap unchanged.
