Why Johor Bahru Fleets Can't Delay SLD Compliance

Johor Bahru runs the busiest cross-border cargo corridor in the region, with 60,000 to 80,000 cargo vehicles crossing the Causeway and Second Link every month and round-the-clock container haulage out of Tanjung Pelepas and Pasir Gudang. From 1 July 2026, any goods vehicle above 3,500 kg or passenger vehicle above 5,000 kg carrying more than 8 passengers that lacks a verified Speed Limitation Device will fail Puspakom inspection — and a failed inspection takes the vehicle off the road. For a JB operator running a just-in-time schedule into Singapore, that is not a fine; it is a broken delivery contract. Fitting a compliant SLD now is the difference between staying on the road and being grounded at the deadline.

One Device for Both Sides of the Border

Resolute equips a Johor Bahru fleet for the one problem unique to the south: a vehicle that has to satisfy two countries on a single trip. The package is assembled around cross-border reality, not generic compliance.

A JPJ-compliant Speed Limitation Device set to the 90 km/h cap and matched to the vehicle's ECU

Singapore Police-approved hardware — the one approval that holds up at the Tuas and Woodlands checkpoints

A UN R89-aligned, tamper-resistant unit proven on 200,000+ vehicles across 20+ countries

Both Puspakom documents prepared in advance — the SLD Functionality Verification Certificate and Laporan Kefungsian SLD

Configuration, fitting guidance, operator training, and after-sales support for cross-border operators

The Cross-Border Edge Single-Market Suppliers Can't Match

The deciding factor in Johor Bahru is whether one device clears both jurisdictions, and most suppliers solve only the Malaysian half. A device certified only in Malaysia can still be stopped at Tuas or Woodlands; a device approved only in Singapore fails Puspakom in JB. Resolute's platform carries Singapore Police Force approval and the JPJ 90 km/h configuration together, so a Pasir Gudang prime mover or a Larkin coach runs one installation instead of two — backed by 200,000+ vehicles fitted across 20+ countries.

Johor Bahru SLD FAQs

Does one SLD cover both Malaysian and Singapore requirements?

A single device can serve both when it is approved on both sides. Resolute's SLD is approved by the Singapore Police Force and configured to JPJ's 90 km/h cap under UN R89, so one hardware platform covers cross-border vehicles once it is properly configured and inspected in each country. A device certified only in Malaysia can still be challenged at Tuas or Woodlands.

Which Puspakom branch verifies SLDs for Johor Bahru fleets?

Three Puspakom branches serve the JB corridor: Johor Bahru, Senai, and Taman Daya. From 16 June 2026, additional recognised inspection capacity opens in the JB area and at Muar. Book early — slots tighten sharply before the 1 July 2026 deadline, especially for pre-2015 vehicles being retrofitted.

Are Tanjung Pelepas and Pasir Gudang port trucks covered by the mandate?

Yes. Prime movers and container haulers operating out of Tanjung Pelepas, Johor Port at Pasir Gudang, and Tanjung Langsat exceed the 3,500 kg GVW threshold and fall squarely inside the JPJ SLD mandate. LPG and chemical tankers from Tanjung Langsat are also covered and face extra scrutiny on tamper-resistant sealing.

When does enforcement apply to existing JB vehicles?

Vehicles registered after 1 January 2015 came under enforcement from 1 October 2025, and vehicles registered before that date from 1 January 2026. The final retrofit deadline for all covered vehicles is 1 July 2026, after which any non-compliant vehicle in Johor Bahru fails Puspakom inspection and loses its road permit.
