Home Singapore Jurong

Jurong Runs Four Distinct Industrial Anchors

Jurong is not one place. It is four connected industrial clusters that between them anchor Singapore's manufacturing, heavy cargo, petrochemicals and advanced-engineering economy. Every one of them dispatches commercial vehicle traffic that falls under the LTA speed limiter programme.

Anchor 1

Jurong Industrial Estate

Singapore's anchor industrial estate developed under JTC. Home to heavy manufacturing, industrial support fleets and site-delivery logistics.

Anchor 2

Jurong Port

Multi-purpose port operated by Jurong Port Pte Ltd. Handles bulk, break-bulk, project cargo and containers. Distinct from the PSA container terminals.

Anchor 3

Jurong Island

Singapore's petrochemical and refinery cluster on a reclaimed offshore island. Restricted access via a security-cleared causeway checkpoint.

Anchor 4

Jurong Innovation District

JTC's advanced manufacturing hub. Focused on Industry 4.0, precision engineering, robotics and clean-tech logistics.

The LTA Speed Limiter Rule Applies Across All Four Jurong Anchors

Singapore's speed limiter framework is a joint LTA and Singapore Police Force programme. It targets a specific commercial vehicle weight band, sets a fixed cap, and requires verification at authorised centres. Anyone running a fleet in Jurong needs to know the three key parameters.

LTA speed limiter parameters
The three numbers every Jurong fleet operator should know
Vehicle scope
3,501 to 12,000 kg
Maximum laden weight band for lorries covered by the current LTA and Traffic Police speed limiter programme.
Speed cap
60 km/h
The LTA-mandated cap for affected lorries on the Singapore road network, or the road speed limit, whichever is lower.
Verification
LTA centre
Compliance is verified at an LTA-authorised inspection centre in Singapore before the vehicle is cleared.
The rule does not vary by cluster. A lorry running out of Jurong Port, a chemical shuttle out of Jurong Island, and a delivery vehicle out of the Innovation District all sit under the same three parameters if the vehicle's MLW is between 3,501 kg and 12,000 kg.

Jurong Island Is Restricted Access, and the Speed Limiter Fits Into That

Petrochemical cluster context

Verification happens on the mainland, before the vehicle re-enters the island

Jurong Island's petrochemical cluster runs behind a security-cleared causeway checkpoint. Every vehicle that crosses onto the island is checked against a pass system and against its inspection currency, so tank trucks and chemical shuttle vehicles need to arrive at the checkpoint with their LTA speed limiter installation already verified and their inspection paperwork complete.

The practical effect for a Jurong Island fleet is that the speed limiter is not a checkpoint action. It is a mainland-side action taken at an LTA-authorised inspection centre, and the resulting compliance record is what supports the vehicle each time it clears the island access process.

Install and verify at an LTA-authorised centre on the mainland. Documentation stays with the vehicle so that inspection currency is available at the Jurong Island access checkpoint and at any subsequent LTA inspection.

What the LTA Speed Limiter Rule Requires

The current LTA and Traffic Police programme has a clear vehicle scope, a fixed cap, and a defined verification path. It does not vary between one Jurong cluster and another.

Vehicle scope
Lorries with a maximum laden weight between 3,501 kg and 12,000 kg. Under LTA weight classes this covers the HGV band up to 12,000 kg. LGVs at or below 3,500 kg fall outside the programme, and vehicles above 12,000 kg are covered under separate rules.
Speed cap
Speed limiter set to 60 km/h. The general lorry rule is the road speed limit or 60 km/h, whichever is lower. The device enforces the cap regardless of the driver's throttle input above that point.
Verification
Compliance is verified at an LTA-authorised inspection centre in Singapore. The installation and the certified documentation stay with the vehicle. Commercial vehicles are inspected annually as part of Singapore's standard commercial vehicle inspection regime.
Sealing
Certified installation is sealed against tampering. Tampering breaks compliance status. The device must remain sealed between inspection cycles.

How Resolute Serves Jurong Fleets

Jurong runs three broad commercial vehicle profiles across its four anchors, each with a different operating pattern. The device is the same certified LTA-compliant unit set to the 60 km/h cap. How we configure and support the rollout differs by fleet type.

Port & bulk cargo

Jurong Port fleets

Bulk shuttle lorries, break-bulk transport and project-cargo support vehicles running out of Jurong Port yards and connected road network.

  • Devices pre-configured to 60 km/h and sealed before dispatch
  • Inspection paperwork bundled with the unit for LTA-authorised centre presentation
  • Configuration matched to bulk cargo lorry drivetrains in the 3,501 to 12,000 kg MLW band
  • Fleet-wide rollout designed to renew in waves, not one-off units
Petrochemical shuttle

Jurong Island fleets

Tank trucks and chemical shuttle lorries running the causeway to Jurong Island, on top of an existing dangerous-goods compliance regime.

  • Devices sealed, configured and inspection-ready for mainland-side verification
  • Installation workflow that respects the security-cleared access process
  • Compliance record designed to support pass system and inspection presentation together
  • Speed limiter treated as one layer inside your existing safety stack, not a replacement
Industrial & precision engineering

JIE and JID fleets

Industrial delivery vehicles, manufacturing support fleets and precision-engineering logistics operating out of Jurong Industrial Estate and the Innovation District.

  • Configuration matched to industrial delivery lorry drivetrains in the affected weight band
  • Installation and inspection support that does not require a supplier site visit per unit
  • Documentation lifecycle for annual inspection presentation
  • One accountable partner from supply to inspection to renewal
Track record on the hardware: deployed on 200,000+ vehicles across 20+ countries.

Getting a Jurong Fleet Speed Limiter Compliant

Five nodes in the compliance cycle. It does not change whether you run bulk cargo, chemical shuttles, or industrial delivery lorries.

Common Questions from Jurong Fleet Operators

Which vehicles at Jurong Port and Jurong Industrial Estate are covered by Singapore's LTA speed limiter rule?

Lorries with a maximum laden weight between 3,501 kg and 12,000 kg are covered by the current LTA and Traffic Police speed limiter programme. The speed limiter caps affected lorries at 60 km/h. That includes the bulk cargo shuttle lorries, industrial delivery vehicles, and manufacturing haulage running out of Jurong Port yards and Jurong Industrial Estate sites.

Our tank trucks operate on restricted-access Jurong Island. Where does the LTA speed limiter inspection happen?

Verification happens at an LTA-authorised inspection centre in Singapore, on the mainland. The certified installation and the compliance record are part of the vehicle's inspection paperwork before it re-enters Jurong Island through the security-cleared causeway checkpoint. The pass system does not run the inspection itself, it verifies that the vehicle is inspection-current.

Does the 60 km/h speed limiter affect Jurong Port loading turnaround or Jurong Industrial Estate site deliveries?

No. The speed limiter caps top speed at 60 km/h on the public road network. Yard marshalling at Jurong Port, gate turnaround, and internal Jurong Industrial Estate site movement all operate at their normal low speeds and are not affected. The device engages only if the vehicle attempts to exceed 60 km/h on a road.

We run a mixed fleet of bulk cargo lorries, chemical shuttle trucks and industrial delivery vehicles across Jurong. Do we need different speed limiters for each?

No. The same certified speed limiter, set to the LTA-mandated 60 km/h cap, works across every lorry in the affected weight band. Configuration is matched to the vehicle drivetrain, not to the cargo or the route. Mixed fleets standardise on one device type across bulk, chemical shuttle and industrial delivery lorries, which simplifies fleet-level administration.
