AIS-140 is the Indian standard for GNSS-based Vehicle Tracking Devices and emergency panic buttons in public and commercial passenger vehicles. It is separate from speed limiter rules, which fall under CMVR Rule 118 and AIS-018. Most commercial fleets in India need to comply with both — AIS-140 for the tracking device, and AIS-018 for the speed limiter.
AIS-018, officially titled "Automotive Vehicles — Speed Limitation Devices — Specifications," is the Indian standard that defines the technical and performance requirements a speed limiter must meet. Devices are type-approved against AIS-018 by authorised testing agencies — primarily ARAI (Automotive Research Association of India) and ICAT (International Centre for Automotive Technology) — before they can be legally installed on commercial and educational transport vehicles.
Speed caps typically range between 60 and 80 km/h depending on vehicle type. Buses are generally capped at 80 km/h, school buses at 60 km/h, and goods carriers fall within similar limits. State transport authorities may apply additional restrictions on top of the national CMVR baseline.
Speed limiters in India are type-approved against AIS-018 by authorised testing agencies — primarily the Automotive Research Association of India (ARAI) and the International Centre for Automotive Technology (ICAT). Only certified devices can legally be installed on commercial vehicles. Installation records, calibration documentation, and periodic inspection during vehicle fitness renewal are required for ongoing compliance.
