Compliance

What a compliant installation needs

  1. Type approval. The device type must be approved under the UN 1958 Agreement. Georgia applies UN Regulation No. 89 on speed limitation devices.
  2. Listed workshop. Only a workshop that is on the LTA list and has an independent accredited inspection body may fit, inspect, service or repair a limiter.
  3. Sealed. The device is sealed after installation.
  4. Inspection every 2 years. An accredited inspection body checks the limiter once every two years, and again after fitting, after a repair that affects it or breaks a seal, and after any change to the tyres’ effective circumference.
  5. Roadside checks. At roadside inspections, the LTA, assisted by the Ministry of Internal Affairs, checks the type-approval mark, installation data, seals and tyre circumference, on foreign-registered vehicles too. The Patrol Police also enforce the rules.
  6. Fines. A roadside defect brings a warning, GEL 1,000 or GEL 5,000, depending on how serious it is. Repeating a minor defect after a warning costs GEL 500.

Before you order any limiter, ask the supplier for the device’s type-approval documents and confirm the fitting workshop is on the LTA list.

FAQ

Speed limiter questions from Georgian carriers

Who needs a speed limiter in Georgia?

Buses and trucks of categories M2, M3, N2 and N3 in international transport, since 31 December 2017. Regular domestic passenger routes follow from 1 March 2027 (Tbilisi to Batumi) and 1 December 2027 (elsewhere).

Do domestic trucks need one?

Not under the speed limiter regulation at present. Since Decree No. 647 of 31 December 2025, that regulation has set no start date for domestic freight. The exception is dangerous goods. Under Decree No. 89 of 2019, trucks over 3.5 t approved as dangerous-goods vehicles (such as FL tankers) need a UN R89 limiter set at no more than 90 km/h (Decree No. 89). Confirm the current position with the LTA.

What speed are limiters set to?

100 km/h for buses, 90 km/h for trucks and Georgian-registered hazardous-goods vehicles, and 110 km/h for minivans on regular domestic routes.

Who can install a speed limiter?

Only a workshop that is on the Land Transport Agency list and has an independent accredited inspection body. The device is sealed after fitting.

How is the limiter inspected?

An accredited inspection body checks it once every two years. At the roadside, the LTA checks it with Interior Ministry support, and the Patrol Police also enforce the rules.

What is the Georgian term for a speed limiter?

სიჩქარის შემზღუდველი მოწყობილობა (speed limiting device). The tachograph is ტაქოგრაფი.

What are the fines?

Defects found at roadside inspection bring a warning, GEL 1,000 or GEL 5,000, depending on severity, and GEL 500 for a repeated minor defect.
