Ontario and Quebec have required speed limiters on heavy commercial trucks (over 11,794 kg GVWR) to be activated at 105 km/h since 2009, under the Ontario Highway Traffic Act and Quebec's Highway Safety Code. Speed Limiter Requirements by Province

Speed-limiter mandates in Canada are set at the provincial level. Ontario and Quebec have the two long-standing mandates; other provinces regulate heavy-truck speed through general traffic law rather than a dedicated speed-limiter device requirement.

Ontario — 105 km/h Mandate (since 2009)

Under section 68.1 of the Ontario Highway Traffic Act, commercial trucks over 11,794 kg GVWR must have an activated speed limiter set to 105 km/h. Enforced by the Ministry of Transportation of Ontario (MTO) across Toronto, Ottawa, Mississauga, Brampton, Hamilton, and the 400-series highway corridor.

Quebec — 105 km/h Mandate (since 2009)

Under Quebec's Highway Safety Code, the same 105 km/h cap applies to heavy commercial vehicles. Enforced by Contrôle routier Québec and the SAAQ — covering Montreal, Quebec City, Laval, Gatineau, and the Autoroute network.

Other Provinces

Alberta (Calgary, Edmonton), British Columbia (Vancouver, Surrey, Victoria), Saskatchewan (Regina, Saskatoon), Manitoba (Winnipeg), and the Atlantic provinces (Halifax, Moncton, St. John's) do not currently mandate a dedicated on-vehicle speed limiter device for heavy trucks. General provincial speed law and commercial-carrier safety programs still apply.

Federal — Transport Canada

Transport Canada regulates motor vehicle safety broadly under the Motor Vehicle Safety Act. Speed-limiter mandates for in-service commercial vehicles are set and enforced provincially, not federally.
