AIS-018 is not a long standard, but it is a specific one \u2014 it tells you exactly how many samples ARAI wants, what temperature the salt spray chamber runs at, and how many kilometres per hour of drift the test agency will tolerate before it fails your unit.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"10:1-10:255;588-842\">Two documents do the work here. <strong>CMVR Rule 118 decides <em>whether<\/em> a vehicle must be fitted. AIS-018 decides <em>whether the thing you fitted is legal<\/em>.<\/strong> People collapse these into one idea and then get confused when a device passes one and fails the other.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"12:1-12:229;844-1072\">If you are past the regulation and into procurement, our <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/india\/\">speed limiter device in India<\/a> page covers models, fitment and certification support. Everything below is the standard itself.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"16:1-16:92;1079-1170\">AIS-018 is the standard a speed limiter has to be tested against before it can be fitted<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"18:1-18:216;1172-1387\"><strong>AIS-018:2001, titled <em>Automotive Vehicles \u2013 Speed Limitation Devices \u2013 Specifications<\/em>, sets out the requirements, the methods of test, and the type approval procedure for speed limiters used on Indian vehicles.<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"20:1-20:339;1389-1727\">It is published by ARAI on behalf of the Automotive Industry Standards Committee, which sits under the CMVR Technical Standing Committee set up by the Ministry of Road Transport and Highways. So although you will hear people call it &#8220;the ARAI standard,&#8221; ARAI is the printer and one of the test agencies \u2014 the authority behind it is MoRTH.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"22:1-22:210;1729-1938\">The standard has been amended five times. Amendment No. 5, issued 19 December 2017, is the most recent and added an EMC requirement. That matters more than it sounds like it should, and I will come back to it.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"24:1-24:45;1940-1984\">Rule 118 is what makes fitment compulsory<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"26:1-26:158;1986-2143\">The introduction to AIS-018 says it plainly: under CMVR Rule 118, transport vehicles notified by the Central Government must be fitted with a speed governor.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"28:1-28:428;2145-2572\">Rule 118 was amended by MoRTH notification <strong>G.S.R. 290(E) dated 15 April 2015<\/strong>. That amendment put the fitment obligation on the vehicle manufacturer, at either the manufacturing stage or the dealership stage.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"28:1-28:428;2145-2572\">Sub-rule (2) then hands State Governments a separate power \u2014 they can notify categories of transport vehicles registered <em>before<\/em> 1 October 2015 that were never fitted, and require the <strong>operator<\/strong> to retrofit them.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"30:1-30:155;2574-2728\">This is why compliance responsibility feels split in practice. New vehicle, factory-fitted, manufacturer&#8217;s problem. Older vehicle, retrofit, your problem.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"32:1-32:79;2730-2808\">Preset speeds are either 80 km\/h or 60 km\/h, and the category decides which<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"34:1-34:279;2810-3088\">The preset speed is not something a fleet chooses. It is fixed by category. The seating-capacity threshold and the 3,500 kg weight threshold apply <strong>together<\/strong>, not separately \u2014 a bus with nine seats and a 3-tonne GVW is not caught by that clause.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"41:1-41:594;3648-4241\">And school buses sit in the 60 km\/h bracket alongside tankers and hazardous cargo, which tells you something about how the framework thinks about consequence rather than vehicle size. If you run school transport, our note on <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/blog\/school-bus-speed-limiter-testing-frequency\/\">school bus speed limiter testing frequency<\/a> goes into the inspection side of that.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"43:1-43:86;4243-4328\">AIS-018 covers two different things, and confusing them will cost you a test cycle<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"45:1-45:42;4330-4371\">Amendment No. 2 split the subject in two:<\/p>\n<ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\" data-sourcepos=\"47:1-48:206;4373-4830\">\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"47:1-47:252;4373-4624\"><strong>SLD (Speed Limitation Device)<\/strong> \u2014 a device whose primary function is to control the fuel feed to the engine in order to limit vehicle speed to a specified value. It can be a separate unit fitted to the vehicle, or an on-board system built into it.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"48:1-48:206;4625-4830\"><strong>SLF (Speed Limiting Function)<\/strong> \u2014 a <em>function<\/em> that controls the fuel feed or engine management to cap the vehicle at a fixed maximum. In practice, this is speed limiting written into the ECU software.<\/li>\n<\/ul>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"50:1-50:504;4832-5335\">The distinction is not academic. Several AIS-018 tests are explicitly marked <strong>not applicable to SLF<\/strong> \u2014 the functional and power consumption test, the operating voltage range test, damp heat cycling, and the entire conditioning test block. You cannot put a software function in a salt spray chamber.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"50:1-50:504;4832-5335\">Where the SLF lives inside the engine management system, the manufacturer may skip the endurance block if it submits a signed declaration of compliance (Annexure 1) or the relevant test reports instead.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"52:1-52:350;5337-5686\">If you are still deciding which architecture to build around, <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/blog\/how-the-ecu-powers-speed-limiting\/\">how the ECU powers speed limiting<\/a> and <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/blog\/types-of-speed-limiter-devices-electronic-mechanical-gps-based\/\">types of speed limiter devices<\/a> both go deeper than I can here.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"54:1-54:80;5688-5767\">The test agency wants five samples, and only one of them ever sees a vehicle<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"56:1-56:154;5769-5922\"><strong>AIS-018 requires five samples: four for bench performance and endurance testing, and one fitted to the vehicle for the on-road or dynamometer trials.<\/strong><\/p>\n<h3 class=\"text-text-100 mt-2 -mb-1 text-base font-bold\" data-sourcepos=\"58:1-58:22;5924-5945\">Performance tests<\/h3>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"60:1-60:35;5947-5981\">All four bench samples go through:<\/p>\n<ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\" data-sourcepos=\"62:1-64:161;5983-6461\">\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"62:1-62:99;5983-6081\"><strong>Visual examination<\/strong> \u2014 workmanship, finish, marking, and the general requirements in Clause 4.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"63:1-63:219;6082-6300\"><strong>Functional test and power consumption<\/strong> \u2014 the unit is coupled to a test rig and checked that it actually limits at the set value. Maximum current draw is recorded and must not exceed what the manufacturer declared.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"64:1-64:161;6301-6461\"><strong>Operating voltage range<\/strong> \u2014 a 24 V unit must work between 22 V and 32 V; a 12 V unit between 11 V and 16 V. (The 6 V row was struck out by Amendment No. 2.)<\/li>\n<\/ul>\n<h3 class=\"text-text-100 mt-2 -mb-1 text-base font-bold\" data-sourcepos=\"66:1-66:20;6463-6482\">Endurance tests<\/h3>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"68:1-68:81;6484-6564\">Each of the four samples takes a different beating. It is there because the standard was aligned to European practice, not because of Ladakh.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"78:1-78:478;6975-7452\">The 100\u00b0C mechanical figure is the one that actually bites on engine-bay installations. We wrote separately about <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/blog\/adapting-speed-limiters-for-india\/\">how speed limiters get engineered for India&#8217;s climate and road conditions<\/a>, which is where these numbers stop being abstract.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"80:1-80:206;7454-7659\">If a device breaks during an endurance test, the manufacturer can request that a second unit be submitted for that specific test. That is a lifeline, not a loophole \u2014 it does not reset the whole programme.<\/p>\n<h3 class=\"text-text-100 mt-2 -mb-1 text-base font-bold\" data-sourcepos=\"82:1-82:23;7661-7683\">Conditioning tests<\/h3>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"84:1-84:202;7685-7886\">Dust, contaminants, water spray, bump, and a drop-and-topple test from 200 mm, six drops. After all of it, the device still has to meet the functional test requirements. None of this applies to an SLF.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"86:1-86:73;7888-7960\">Tamper resistance is written into the standard as a design obligation<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"88:1-88:227;7962-8188\">This is Clause 4.3, and it is the toughest paragraph in the document. <strong>The limitation threshold must not, under any circumstances, be capable of being increased or removed \u2014 temporarily or permanently \u2014 on a vehicle in use.<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"90:1-90:374;8190-8563\">Meeting it is not a matter of asserting it. The manufacturer has to demonstrate &#8220;inviolability&#8221; to the test agency with documentation that analyses the failure modes of the system: what happens to the output if an input state changes, whether that change can be produced by a fault or by deliberate tampering, and how likely each is. The analysis runs to the first failure.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"92:1-92:450;8565-9014\">Clause 4.4 adds the physical layer \u2014 the device, and every connection it needs except those essential to running the vehicle, must be protected from unauthorised adjustment or power interruption using sealing devices and\/or special tools. That is the legal basis for the seal an inspector looks for. <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/blog\/tamper-proof-seals-speed-governors\/\">Tamper-proof seals on speed governors<\/a> covers what those actually are.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"94:1-94:51;9016-9066\">A few other Clause 4 requirements that get missed:<\/p>\n<ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\" data-sourcepos=\"96:1-100:105;9068-9714\">\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"96:1-96:114;9068-9181\">The set speed must be shown on a <strong>plate in a conspicuous position in the driver&#8217;s compartment<\/strong> (Clause 4.14).<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"97:1-97:143;9182-9324\">The device must offer a <strong>functional check facility<\/strong> so field authorities can verify the set speed and confirm it is working (Clause 4.15).<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"98:1-98:166;9325-9490\">The limiter must not actuate the vehicle&#8217;s service braking system. A permanent brake or retarder may only engage <em>after<\/em> fuel feed has already been cut to minimum.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"99:1-99:119;9491-9609\">No malfunction and no tampering may result in engine power rising above what the accelerator position is asking for.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"100:1-100:105;9610-9714\">Since Amendment No. 5, the device must also meet the EMC performance requirements of AIS-004 (Part 3).<\/li>\n<\/ul>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"102:1-102:60;9716-9775\">The track test is where approval is actually won or lost<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"104:1-104:160;9777-9936\">Once the bench work is done, the fifth sample goes on a vehicle. There are two acceptable routes: a test track, or a chassis dynamometer. The supplier chooses.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"106:1-106:338;9938-10275\"><strong>On the track, the vehicle starts 10 km\/h below the set speed, gets full accelerator, and holds it for at least 30 seconds after the speed stabilises.<\/strong> Speed is measured to \u00b11% accuracy, time to 0.1 seconds.
