That was the day Phase 3 \u2014 retrofit installation \u2014 had been scheduled to bite.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"10:1-10:189;512-700\">If you run a fleet and you have been treating 1 July as your hard wall, the wall moved. But it did not disappear, and the way JPJ has framed the deferment matters more than the fact of it.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"12:1-12:100;702-801\">Here is what actually changed, what did not, and what a sensible operator does with the extra time.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"14:1-14:21;803-823\">The short version<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"16:1-16:74;825-898\"><strong>Phase 3 enforcement is deferred. The obligation to fit an SLD is not.<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"18:1-18:352;900-1251\">The ministry was explicit on this point. Its statement said that all operating companies, commercial vehicle owners, logistics operators, bus operators and related parties must continue taking immediate steps to fit SLDs in line with the prescribed requirements and technical specifications. Deferment of <em>enforcement<\/em> is not suspension of the <em>rule<\/em>.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"20:1-20:312;1253-1564\">And JPJ is not going quiet during the gap. It will keep monitoring and taking interim action, including issuing <strong>Notices of Inquiry (114)<\/strong> to owners and operators found non-compliant. So a vehicle without a verified SLD is still exposed \u2014 it is just exposed to a notice rather than to full enforcement action.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"22:1-22:277;1566-1842\">No replacement deadline has been published. The ministry&#8217;s phrasing was that once the grace period ends, enforcement action will be taken against any company, owner or operator that has not complied. That is a deliberately open door, and it is not a safe thing to plan around.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"24:1-24:26;1844-1869\">Why the ministry moved<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"26:1-26:198;1871-2068\">The reason given was operational, not political. MOT said the decision followed feedback from industry \u2014 particularly large-fleet operators still in the middle of scheduling retrofit installations.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"28:1-28:412;2070-2481\">The ministry acknowledged what anyone who has actually run a retrofit programme already knows: it needs technical planning, vehicle scheduling, functionality verification and operational coordination, and doing it badly disrupts services and the national logistics supply chain. Pulling twenty lorries off the road in the same week to sit in a workshop queue is not a compliance strategy. It is a revenue event.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"30:1-30:217;2483-2699\">As of mid-2026 there were <strong>25 companies appointed to carry out SLD retrofit installations<\/strong>, with details published on the JPJ portal. That capacity number is the real constraint, and it is why the timeline slipped.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"32:1-32:41;2701-2741\">Where the three phases actually stand<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"34:1-34:78;2743-2820\">The phased structure is unchanged. If your 2018 lorry has never had its SLD functionality verified, you are not sheltering under the deferment \u2014 you are simply late on Phase 1.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"46:1-46:496;3695-4190\">Second, <strong>the split is by build date and ECU capability, not by how old the vehicle feels.<\/strong> A pre-2015 vehicle with an SLD-capable ECU is a Phase 2 activation job. A pre-2015 vehicle without one is a Phase 3 retrofit.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"46:1-46:496;3695-4190\">If you have never run the diagnostic, you do not actually know which pile a vehicle is in. Our breakdown of <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/speed.resolute-dynamics.com\/blog\/ecu-vs-gps-speed-limiters-malaysia\/\">ECU-based versus GPS-based speed limiters<\/a> explains why that distinction is not cosmetic.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"48:1-48:32;4192-4223\">What the rule still requires<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"50:1-50:32;4225-4256\">None of this changed on 1 July.<\/p>\n<ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\" data-sourcepos=\"52:1-56:214;4258-5084\">\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"52:1-52:164;4258-4421\"><strong>Scope.<\/strong> JPJ&#8217;s SLD guideline covers goods vehicles with BDM above 3,500 kg, and passenger vehicles with BDM above 5,000 kg carrying more than eight passengers.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"53:1-53:122;4422-4543\"><strong>Speed setting.<\/strong> The device caps the vehicle at <strong>90 km\/h<\/strong>. It cuts throttle and fuel; it does not apply the brakes.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"54:1-54:211;4544-4754\"><strong>Documentation.<\/strong> Two documents, both of which JPJ officers and PUSPAKOM ask for: the <strong>Slip Pengesahan Kefungsian SLD<\/strong> (functional verification slip) and the <strong>Laporan Kefungsian SLD<\/strong> (functional report).<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"55:1-55:116;4755-4870\"><strong>Validity.<\/strong> Verification is reported to be valid for <strong>two years<\/strong>, after which the device must be re-verified.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"56:1-56:214;4871-5084\"><strong>Who signs it.<\/strong> For an OEM-installed SLD, the slip should come from the OEM. For a retrofit, it must come from a JPJ-recognised verifier. JPJ publishes the list of recognised verification bodies on its portal.<\/li>\n<\/ul>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"58:1-58:188;5086-5273\">That last point is where most of the avoidable pain sits. The ministry confirmed it is <strong>available until 31 December 2026<\/strong>.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"68:1-68:291;5979-6269\">Read those two dates together. The enforcement deadline is now open-ended. The financial assistance is not. An operator who waits for a new deadline to be announced may well end up retrofitting <em>after<\/em> the allowance window has closed \u2014 paying full freight for work they could have expensed.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"70:1-70:111;6271-6381\">The deferment did not make the retrofit cheaper. It made it easier to miss the point at which it was cheapest.<\/p>\n<h2 class=\"text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold\" data-sourcepos=\"72:1-72:43;6383-6425\">What to actually do with the extra time<\/h2>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"74:1-74:114;6427-6540\">Not &#8220;book early to beat the rush.&#8221; That advice was written for a deadline that no longer exists. Do this instead:<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"76:1-76:317;6542-6858\"><strong>1. Close out Phases 1 and 2 first.<\/strong> These are enforceable today. Pull your fleet list, sort by manufacture date against 1 January 2015, and confirm every vehicle on the newer side has a valid verification slip. This is the cheapest compliance you will ever buy \u2014 it is mostly paperwork on devices you already own.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"78:1-78:249;6860-7108\"><strong>2. Run the ECU diagnostic on the pre-2015 vehicles.<\/strong> You are trying to answer one question per vehicle: does the ECU support SLD activation, or does it need a retrofit? Guessing this wrong is what turns a two-hour activation into a workshop day.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"80:1-80:203;7110-7312\"><strong>3. Schedule retrofits against the allowance, not the deadline.<\/strong> Work backwards from 31 December 2026, not from a phantom enforcement date. Front-load the vehicles that will cost the most to retrofit.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"82:1-82:473;7314-7786\"><strong>4. Fix your document trail.<\/strong> Verification is valid two years. If your Phase 1 vehicles were verified in October 2025, they come up for re-verification in October 2027 \u2014 and that will land in the same window as your Phase 3 retrofits.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"82:1-82:473;7314-7786\">Put both on the same calendar now. Do not treat the deferment as a signal.<\/strong> JPJ is still issuing Notices of Inquiry. The requirement to fit and verify a Speed Limitation Device remains in force, and MOT has said operators must continue taking immediate steps to comply.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"93:1-94:219;8520-8775\"><strong>Is there a new Phase 3 deadline?<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"93:1-94:219;8520-8775\"><strong>Not as of mid-July 2026.<\/strong> The ministry has said enforcement action will follow once the grace period ends, without naming a date. Check the JPJ portal rather than relying on any published figure, including this one.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"96:1-97:167;8777-8978\"><strong>Do Phases 1 and 2 still apply?<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"96:1-97:167;8777-8978\"><strong>Yes \u2014 they are in force now.<\/strong> Phase 1 has been enforceable since 1 October 2025 and Phase 2 since 1 January 2026.
